Water Turkeys: Despite Increased Funding for Florida’s Water Resources and the Creation of New Competitive Grants Processes, Local Member Earmarks are Proliferating

Florida has been making very large investments in the protection and restoration of the state’s water resources. On his second day in office, Governor Ron DeSantis issued an Executive Order making water a top priority. The Executive Order called for funding of $2.5 billion over four years—$625 million a year—to significantly expedite Everglades restoration and enhance the protection of our water systems. This goal was surpassed, with $3.3 billion appropriated by the Florida Legislature in the last four years for specific key water funding in addition to hundreds of millions more in water-related appropriations also in the state budget.

The $112.1 billion budget passed by the Florida Legislature for FY2022-23 contains 166 appropriations items worth $281.0 million qualifying as Budget Turkeys. These are only a portion of the record-setting more than 1,200 member projects in the new budget worth $2.8 billion. In addition, the Legislature created a new program to allow members to request at least $80 million in additional local projects from the federal State Fiscal Recovery Fund.

The 2019 Budget Turkey Watch Report: An Analysis of the Transparency and Accountability of the Budget Process is the result of an annual independent review of Florida’s new budget by Florida TaxWatch. The report started in 1983, and having been published annually since 1986, promotes additional oversight and integrity in the state’s budgeting process based on the principle that: because money appropriated by the Legislature belongs to the taxpayers of Florida, the process must be transparent and accountable, and every appropriation should receive deliberation and public debate. The budget review identifies appropriations that circumvent transparency and accountability standards in public budgeting. 

2018 Budget Turkey Watch

The $88.7 billion budget passed by the Florida House and Senate for FY2018-19 contains 87 appropriations items qualifying as Budget Turkeys worth $147.5 million. Since projects were not added to the budget during conference this year, most of these were flagged because they circumvented established selection processes. This includes 56 local transportation projects worth nearly $120 million. These member projects, for which there is no formal evaluation and selection process, bypass the transportation planning process, potentially diverting funds from projects that are in the DOT work program.

As the Florida Legislature prepares to go into conference budget negotiations to finalize the FY2018-19 budget, state estimators gave lawmakers a bit of good news. Florida’s General Revenue (GR) Estimating Conference met on February 9 and forecast that the state would collect an additional $461.8 million in FY2017-18 and FY2018-19.

The $82.4 billion budget passed by the Florida House and Senate for FY2017-18 contains 111 appropriations items qualifying as Budget Turkeys worth $177.8 million. Most of these (79 projects worth $139.4 million) are transportation projects that are not in the Department of Transportation Work Program.
