Palliative care—non-curative, interdisciplinary support for patients with serious but often nonterminal conditions—improves quality of life and can lower overall costs when introduced early in the disease course. Hospice provides end-of-life care once a clinician certifies a terminal prognosis; in Florida, hospice providers operate under a Certificate of Need (CON) program that authorizes new entrants only when unmet need is demonstrated through twice-yearly batching cycles.

With more than 8,400 miles of coastline and a flat, low-lying coastal topography, Florida is especially vulnerable to the effects of sea level rise. Tens of thousands of Florida homes and businesses are at increased risk from sea level rise. Much of Florida’s critical infrastructure is at low elevations, designed and built with little consideration of future sea level rise. The physical effect of changing climate translates into real economic impacts.

Budget Watch - 2016-17 Legislative Budget Requests

Florida’s state government agencies have requested $77.835 billion in funding from the Legislature for FY2016-17, which is $1.2 billion (1.6 percent) more than these agencies are expected to spend in the current year. The total request is made up of $29.481 billion in general revenue (GR) and $48.354 billion in trust funds. The GR request is an increase of $854.5 million (3.0 percent). The latest revenue estimates forecast $31.653 billion in GR will be available for FY2016-17 meaning that the agency requests would leave GR reserves of $2 billion.

Administered by the United States Department of Agriculture’s (USDA)’s Food and Nutrition Service (FNS), the Supplemental Nutrition Assistance Program (SNAP) provides funds to help low-income households afford low-cost, nutritious meals. In July 2025, President Trump signed the One Big Beautiful Bill Act of 2025 (the OBBB Act), tightening SNAP policies that determine eligibility, benefits, and program administration. Florida TaxWatch undertakes this independent research project to better understand how the upcoming changes in SNAP requirements will impact Florida’s budget and its ability to provide much needed food assistance to needy Floridians.

Transferring Utility Profits to a Municipality's General Fund Increases the Risk of Undercapitalization of Water Assets and Violate Taxpayer Accountability

Setting water utility rates that incorporate the recovery of the costs associated with standard operating expenses and debt obligations is essential to ensuring the short-term and longer-term financial stability of the utility. Once these costs are covered, many publicly owned utilities make transfers to the General Fund (a practice known as “sweeping”) ostensibly to help pay for governmental services that do not generate revenue (e.g., roadway maintenance, public safety, etc.) and to help keep property taxes lower. Keeping property taxes low often means higher municipal utility rates to balance the general budget, a habitual practice that burdens utility customers with cross-subsidies and normalizes underinvestment in infrastructure.
