The Graying of Florida (Brief Disclosure, Vol. 1, No. 3 — September 26, 1980) from the Citizens Council for Budget Research, Florida TaxWatch’s predecessor organization, examines the rapid growth of Florida’s elderly population and its fiscal implications. The report finds Florida already led the nation in the percentage of residents 65 and over, with that population having tripled since 1960, and pushes back on the “myth” that seniors were a net drain on state resources — citing data showing older Floridians contributed more in taxes and economic activity than they received in services. It recommends steering appropriate elderly residents toward lower-cost Adult Congregate Living Facilities (ACLFs) and Adult Foster Homes (AFHs) instead of nursing homes, projecting $7.3 million in annual state savings by shifting 2,920 Floridians into ACLFs.
