The Citizens Council for Budget Research’s Annual Report for fiscal year 1983 (ended January 31, 1983) — Florida TaxWatch’s predecessor organization, marking its fifth year of operation — reports revenue exceeding expenditures by $7,035, with expenses held 6.7% below budget despite the national recession. The letter to members notes that Council publications issued between November 1979 and January 1983 had identified approximately $115 million in potential taxpayer savings, roughly two-thirds of which had been enacted or were being implemented. Twenty-five publications were produced during the year, including six major studies, four Brief Disclosures, five Research Reports, and ten newsletters. Highlighted work includes an evaluation of HRS’s competitively-bid $65 million Medicaid Fiscal Agent contract (projected to save $32 million over the contract’s five-year life), an analysis finding state universities had been overfunded $10.7 million due to inflated enrollment estimates, a review of a proposed USF mainframe computer purchase that was abandoned following the Council’s findings, and research on county government revenue growth outpacing combined inflation and population growth. The report also includes a March 1983 letter of appreciation from Governor Bob Graham and reproduces his proclamation designating November 15–December 15, 1982 as “Thanks to the Taxpayer Month” in Florida.
