My name is Dominic M. Calabro, and I am President and CEO of Florida TaxWatch, an independent, nonpartisan, nonprofit taxpayer research institute and government watchdog which, for over 40 years, has worked to improve the effectiveness, efficiency, and accountability of Florida government and promote a fair and equitable system of taxation.
The 2018 Edition of this annual pocket guide gives taxpayers and elected officials great insight as to how Florida’s taxes compare to other states and the national average across a wide variety of metrics.
The $88.7 billion budget passed by the Florida House and Senate for FY2018-19 contains 87 appropriations items qualifying as Budget Turkeys worth $147.5 million. Since projects were not added to the budget during conference this year, most of these were flagged because they circumvented established selection processes. This includes 56 local transportation projects worth nearly $120 million. These member projects, for which there is no formal evaluation and selection process, bypass the transportation planning process, potentially diverting funds from projects that are in the DOT work program.
Just as they did at their last conference in January, Florida’s revenue estimators reduced the state’s General Revenue (GR) projections. The GR Estimating Conference met on August 15, 2016 and reduced expected collections by $131.9 million in the current year (FY2016-17) and by $131.1 million for the next budget year (FY2017-18).
Pursuant to Article III, section 19(i) of the Florida Constitution, the Government Efficiency Task Force (“Task Force”) is pleased to submit its final recommendations to the Governor, the Chief Justice of the Supreme Court, the Chair and Vice Chair of the Legislative Budget Commission. The enclosed report includes 29 recommendations which, if implemented, will significantly improve the efficiency of government operations and will reduce the costs of government by more than $2 billion annually.
With an addition of 240,000 jobs in 2015, Florida continues to rise from the Great Recession, according to the December edition of Economic Commentary by Florida TaxWatch. Over the past year, all of Florida’s major industries have seen strong employment gains, with government being the only industry with a reduction in jobs. The unemployment rate has fallen to five percent, matching the national rate and reaching its lowest point since January 2008.
