Florida Voters Continue Their Generosity, Approving $1.9 Billion in Local Tax Increases and Almost $1.0 Billion in Bond Issues

Florida voters demonstrated strong support for local tax increases and bond issues in the 2023-2024 election cycle, approving 89% of referenda. Voters passed $1.9 billion in annual tax increases and nearly $1 billion in bond issues, primarily targeting schools, infrastructure, and public services. The report highlights Florida’s unique reliance on local government funding, with municipalities and special districts providing over 56% of the state’s revenue. Despite statewide tax cuts, local taxes are rising with voter approval, reflecting public willingness to invest in community development when they perceive clear value and benefit.

At the state level, taxpayers in Florida have enjoyed tax cuts passed by the Legislature every year since 2009.  However, at the local level, Florida voters continue to vote to significantly increase the taxes they pay.  A 2021 Florida TaxWatch report discovered that since 2010, Floridians voted to increase their own taxes 142 times. This includes voting to extend existing expiring tax levies.

Florida’s counties, municipalities, school districts, and special districts provide more than half (52.6 percent) of all state and local revenue collected in the state, trailing only New York (54.7 percent).1 Our state has consistently ranked first or second in this metric for many years.

Sales Tax Holiday

The 2020 Florida Legislature enacted two more sales tax holidays, a three-day “back-to-school” and a seven-day disaster preparedness tax holiday.  Although the pending threat from the COVID-19 virus lead to the Legislature eliminating nearly all the tax cuts they were considering, the popularity of sales tax holidays was affirmed once again. From May 29-June 4, items to help Floridians prepare for hurricane season, such as flashlights, portable two-way or weatherband radios, waterproof sheeting, generators, and tie-down kits will be exempt from sales sax.  This will save Floridians an estimated $5.6 million.
