The $88.7 billion budget passed by the Florida House and Senate for FY2018-19 contains 87 appropriations items qualifying as Budget Turkeys worth $147.5 million. Since projects were not added to the budget during conference this year, most of these were flagged because they circumvented established selection processes. This includes 56 local transportation projects worth nearly $120 million. These member projects, for which there is no formal evaluation and selection process, bypass the transportation planning process, potentially diverting funds from projects that are in the DOT work program.
Just as they did at their last conference in January, Florida’s revenue estimators reduced the state’s General Revenue (GR) projections. The GR Estimating Conference met on August 15, 2016 and reduced expected collections by $131.9 million in the current year (FY2016-17) and by $131.1 million for the next budget year (FY2017-18).
Pursuant to Article III, section 19(i) of the Florida Constitution, the Government Efficiency Task Force (“Task Force”) is pleased to submit its final recommendations to the Governor, the Chief Justice of the Supreme Court, the Chair and Vice Chair of the Legislative Budget Commission. Florida’s state agencies are requesting $75.602 billion from the Legislature in 2015, a modest increase of $660.8 million. Eighteen of the state’s agencies are asking for more money in the upcoming budget year, while twelve agencies have proposed reducing their funding levels.
