Budget Watch – Actual GR Collections in 2017-18 Exceed Estimates

Actual net GR collections for the fiscal year that that just ended exceeded the last estimate (February 2018, adjusted for legislative changes) by $205.2 million (0.66 percent). This will be added to the unobligated FY2018-19 GR (cash reserve) balance of $1.026 billion to be carried forward to the next budget year (FY2019-20). These numbers, along with the current cycle of the state’s Estimating Conferences, can begin to define the fiscal outlook for the next state budget that will be developed by the 2019 Legislature.

Pursuant to Article III, section 19(i) of the Florida Constitution, the Government Efficiency Task Force (“Task Force”) is pleased to submit its final recommendations to the Governor, the Chief Justice of the Supreme Court, the Chair and Vice Chair of the Legislative Budget Commission. The enclosed report includes 29 recommendations which, if implemented, will significantly improve the efficiency of government operations and will reduce the costs of government by more than $2 billion annually.

Florida TaxWatch Emphasizes Value and Recommends Continuation of Florida’s Hospice Certificate of Need (CON) Program

Tallahassee, Fla. – Today, Florida TaxWatch (FTW) released Florida’s Certificate of Need Program Delivers High Quality Hospice Care, a report emphasizing the value and recommending the continuation of Florida’s hospice Certificate of Need (CON) program. The program, which is intended to increase statewide access to hospice care, allows for the addition of providers only if an area’s growth rate suggests there will be an unmet need – as determined by a population-based formula – for those services.  

Florida Voters Continue to Say Yes to Proposed Tax Increases

At the state level, taxpayers in Florida have enjoyed tax cuts passed by the Legislature every year since 2009.  However, at the local level, Florida voters continue to vote to significantly increase the taxes they pay.  A 2021 Florida TaxWatch report discovered that since 2010, Floridians voted to increase their own taxes 142 times. This includes voting to extend existing expiring tax levies.
