Adaptation and
Implementation of
2000 Davis Productivity
Awards
Achievements
The
following material summarizes 112 award winning achievements from this year’s
competition that can and should be adapted and implemented by individuals and
work units throughout state government to improve service delivery and add tens
of millions of dollars of value.
Other
adaptable achievements will be added as information is received from nominators
and agency awards coordinators, and compiled in a publication that will include
a subject index and additional cost savings data. Symposiums to be held in Tallahassee and Orlando early next year
to discuss adaptable achievements.
About
the Davis Productivity Awards
The
Davis Productivity Awards is a privately funded program that recognizes and
rewards state government employees whose work significantly and measurably
increases productivity. This program
encourages state employees to develop innovations and efficiencies that improve
the delivery of state services and save money for Florida taxpayers and
businesses.
The
awards are made possible by the vision and generosity of the late J.E. Davis
and his brother, the late A.D. Davis, co-founders of Winn-Dixie Stores Inc. and
co-founders of Florida TaxWatch. More
than $100,000 is provided annually by the Davis Family for cash awards, commemorative
plaques and certificates of commendation presented at ceremonies around the
state.
This
year, businesses in Florida including Prudential Insurance Company, Florida’s
News Channel, Resource Associates Corporation, Watermark Communities, Inc., and
many more are supporting the Davis Productivity
Awards. The awards could not happen
without these sponsors and their support.
This
program is a major government improvement initiative sponsored by Florida
TaxWatch, The Florida Council of 100 and the State of Florida. In 2000, a total
of 625 nominations were submitted for individuals and work units that helped
save $279 million and brought in an additional $137 million of revenue
collected under Florida law for a total added value of $416 million. Award winners have produced an 12-year total
of $3.4 billion. This translates into
significant savings for all citizens, as well as businesses, in Florida.
We
welcome and encourage all state government employees and private citizens to
submit nominations, and look forward to even greater taxpayer improvements in
this year’s program.

1. Improved Access To Data
Impact: A large amount of historical data had to be converted from an
operations database to an information warehouse database. Retrieval techniques
developed to use a mainframe computer as the data source provide the
information through a web platform. This provides customers with direct access
to payments due them from the state.
Applicability: Useful in making dynamic DM/2 data available
through a web server.

2. Transitional Discharge Services For The Severely
Mentally Ill
Impact: Severely and persistently mentally ill clients being discharged from
G. Pierce Wood Memorial Hospital are extremely vulnerable and, if a continuum
of care is not available, too often are returned to an institutional setting.
The Outreach Program (TOP) provides
transitional support for these individuals, establishing a link between the
hospital the consumer and the community.
TOP ensures that medication is being taken and, as needed, renewed, and
mental health appointments are kept. For four to six weeks following discharge,
TOP staff visit consumers, helping them through this very difficult time which
could make the difference between success and failure.
Applicability: Any facility where individuals who have had
long‑term hospitalization are in the process of transitioning to a
community setting. This could include
Florida State Hospital and Northeast Florida State Hospital, plus privatized
institutions or private hospitals providing extended care.
Potential Leveraged Added Value: (Recurring
or Non‑Recurring): A program such
as TOP will continue to save the taxpayers money each day a client remains in
the community setting as compared to institutionalization.
Potential Budget/Personnel Reduction/Redirect: Funds no longer needed for clients within
the institutional setting could be expended for increased and improved services
within the community.
