Adaptation and Implementation of

2000 Davis Productivity Awards

Achievements

 

First Installment

 

The following material summarizes 112 award winning achievements from this year’s competition that can and should be adapted and implemented by individuals and work units throughout state government to improve service delivery and add tens of millions of dollars of  value.   

 

Other adaptable achievements will be added as information is received from nominators and agency awards coordinators, and compiled in a publication that will include a subject index and additional cost savings data.  Symposiums to be held in Tallahassee and Orlando early next year to discuss adaptable achievements.

 

 

 

About the Davis Productivity Awards

 

The Davis Productivity Awards is a privately funded program that recognizes and rewards state government employees whose work significantly and measurably increases productivity.  This program encourages state employees to develop innovations and efficiencies that improve the delivery of state services and save money for Florida taxpayers and businesses. 

 

The awards are made possible by the vision and generosity of the late J.E. Davis and his brother, the late A.D. Davis, co-founders of Winn-Dixie Stores Inc. and co-founders of Florida TaxWatch.  More than $100,000 is provided annually by the Davis Family for cash awards, commemorative plaques and certificates of commendation presented at ceremonies around the state. 

 

This year, businesses in Florida including Prudential Insurance Company, Florida’s News Channel, Resource Associates Corporation, Watermark Communities, Inc., and many more  are supporting the Davis Productivity Awards.  The awards could not happen without these sponsors and their support. 

 

This program is a major government improvement initiative sponsored by Florida TaxWatch, The Florida Council of 100 and the State of Florida. In 2000, a total of 625 nominations were submitted for individuals and work units that helped save $279 million and brought in an additional $137 million of revenue collected under Florida law for a total added value of $416 million.  Award winners have produced an 12-year total of $3.4 billion. This  translates into significant savings for all citizens, as well as businesses, in Florida.

 

We welcome and encourage all state government employees and private citizens to submit nominations, and look forward to even greater taxpayer improvements in this year’s program.

2.  Call Center Training

 

Impact: Improved accuracy and efficiency in handling consumer issues and services

 

Applicability: Any work unit that answers a large volume of calls in a Call Center environment.

 

1999 – 2000 Added Value Recorded on Nomination Form: The value in this achievement is time saved.  Because the majority of calls can be handled in the Call Center, program analysts, consultants and supervisors are not called as often and their productivity increases.  In the same way, many calls are not referred to other agencies because they can be handled on‑site.

1. Improved Access To Data

 

 

Impact: A large amount of historical data had to be converted from an operations database to an information warehouse database. Retrieval techniques developed to use a mainframe computer as the data source provide the information through a web platform. This provides customers with direct access to payments due them from the state.

 

Applicability: Useful in making dynamic DM/2 data available through a web server.

Potential Leveraged Added Value: (Recurring or Non‑Recurring): Providing web access to data stored in an IBM DB/2 data base on a mainframe required development of techniques and methods that are re‑usable to access additional information in the Department's data warehouse. This information may be useful to other public bodies that are mainframe‑centric and wish to provide web access to dynamic information.

2. Transitional Discharge Services For The Severely Mentally Ill

 

 

Impact: Severely and persistently mentally ill clients being discharged from G. Pierce Wood Memorial Hospital are extremely vulnerable and, if a continuum of care is not available, too often are returned to an institutional setting.

 

The Outreach Program (TOP) provides transitional support for these individuals, establishing a link between the hospital the consumer and the community.  TOP ensures that medication is being taken and, as needed, renewed, and mental health appointments are kept. For four to six weeks following discharge, TOP staff visit consumers, helping them through this very difficult time which could make the difference between success and failure.

 

Applicability: Any facility where individuals who have had long‑term hospitalization are in the process of transitioning to a community setting.  This could include Florida State Hospital and Northeast Florida State Hospital, plus privatized institutions or private hospitals providing extended care.

 

Potential Leveraged Added Value: (Recurring or Non‑Recurring):  A program such as TOP will continue to save the taxpayers money each day a client remains in the community setting as compared to institutionalization.

 

Potential Budget/Personnel Reduction/Redirect:  Funds no longer needed for clients within the institutional setting could be expended for increased and improved services within the community.

3. Reduced Use Of Leather Restraints For Disturbed Patients

 

 

Impact:  Reduction of restraints by 67% in 1999 over 1998.

 

Applicability:  Any psychiatric facility where leather restraints are used for disturbed patients.

Potential Leveraged Added Value: (Recurring or Non‑Recurring):  Recurring same amount each year, but would depend of existing restraint use level for facility in question.

 

Potential Budget/Personnel Reduction/Redirect: Would probably not lead to personnel reductions, but could significantly improve efficient deployment of staff and possibly reduce overtime requirements, depending on facility staffing pattern.

4. Management Of Extremely Difficult Patients

 

 

Impact: Potential for decreased treatment time and recidivism

 

Applicability:  Other state facilities confronted with the challenge of managing extremely difficult patients with dangerous behaviors causing financial drain and staff "burn out".

 

1999 ‑ 2000 Added Value Recorded on Nomination Form:  By conceptualizing problem(s) adequately the likelihood of identifying the appropriate medication and intervention is increased.  "Tailor to needs" strategies lead to both short and long term gain.

 

Potential Leveraged Added Value: (Recurring or Non‑Recurring):  Early detection, early prevention of problem(s) result in savings in time and money and may even leads to long term gain of handling the challenges of life in the community.

5. Computerized Fire Extinguisher Inventory

 

 

Impact: Time saving inventory of fire extinguishers

 

Applicability: State facilities where it is mandatory to have fire extinguishers and conduct inspections on a regular basis.

Impact: Higher quality of food for special functions and holiday meals

 

Applicability:  All state operated food service departments.

Impact: Increased knowledge and continuing education of hospital staff, benefitting the quality of resident care and saving the hospital $59,230 in training in 1999-2000.

 

Applicability: Other hospitals and institutions whose staff require specialized training in the areas of life saving techniques, mental illness, aggression control and suicidal/self injurious behavior.

 

1999 ‑ 2000 Added Value Recorded on Nomination Form:  $59,230.  In addition, much travel time was saved for staff attending on-site training.

 

Potential Leveraged Added Value: (Recurring or Non‑Recurring):  The dollar savings noted above and travel time will recur in 2000‑2001 in like manner as this year.

Impact:  Significant cost savings and increased quality by increasing competition to minority vendors

Impact:  Reduced labor costs by $184,704 between July 1999 and March 2000.  This

was achieved through re-engineering the dishwashing process, combined tray service and dishwasher positions and purchasing convenience baked goods at the same food cost per recipe.

All units need to continually look at process, especially when a position performs a singular job such as dishwashing only, cooking only, cashier only.  Tasks can be combined and a team member can work in other areas.  Example: Our tray assembly staff now wash trays and dishes.

Applicability: The Florida Department of Transportation's environmental quality program and the Department of Community Affairs’ GIS customization are being adapted and implemented at the Coastal Services Center of the National Oceanic and Atmospheric Administration, the Army Corps of Engineers, Suwanee River, and South Florida Water Management Districts, the Environmental Protection Agency Region IV, and is available for all of the Florida Department of Environmental Protection's staff.  The application been transferred to and technical support has been provided to the Mississippi Department of Environmental Quality, Northwest Florida and Southwest Florida Water Management Districts.

 

1999 ‑ 2000 Added Value Recorded on Nomination Form: More informed decision‑making with a long term public benefit measured in improved environmental quality and protection.  For example, staff are now able to perform a comprehensive review of regulated facilities that may be impacted by the construction of pipelines that cross several counties and districts, as well as the Team Permitting option taken by an applicant where consistency of DEP's approach has been mandated to be paramount.  The Geographic Information System is also mission critical in flagging appropriate responses from different program areas within and outside the Environmental Resource Program. Data is now available that simply could not cost effectively be obtained for most projects prior to the implementation of the ERPGIS application.
